If this is a dual pot volume control, it might be as simple as cleaning both pots with something such as deoxit fader lube. Is the control noisy at all?

Have had that problem on two 60's stereo amplifiers.  In both cases it turned out to be bad / worn volume controls
which developed a large difference in the resistance of the front and rear sections of the control.  The Heathkit volume control was replaced by a miniature dual 1 meg control from Ebay, works / tracks well.  The Fisher now has a trim-pot installed in the left channel so the balance is reasonable at 'normal' listening levels.

Just measure the resistance of both pots at several different degrees of rotation. Do they agree fairly closely? If they do look into the audio output section as you may have a weak channel due to a number of possibilities.
