You can never say this too often...ALWAYS cover the speaker with cardboard as soon as you get the radio out of the cabinet.

Bill finally found out what it was and got a new cap. It was a 5mmf micra cap. Perhaps you can help with something else. I have Philco 41-221 AM-SW that I have recapped and all new tubes. Got it going however can only pick up one station very faintly, low volume. Station is very clear and static free, but no matter whether I turn volume down or up it stays the same. Any suggestions? Thanks...

The station still comes through with the volume down? That would be odd. Other than that it could be an alignment problem.

Could be, or, an open resistor in oscillator section.
