New one on me. I have a Delco 1107 tabletop, I removed a cap I have not seen before.
Rating is .03x.006 mfd. It has leds on each end and what appears to be a grounding strap around it which is soldered to one of 4 pots.
One pot is (left)on\off\volume, (middle lower)one is bandswith, (middle upper) tuning), the fourth is where this cap connects. What is the 4th pot and what cap is used to replace it?

That's two different caps going to ground. They are bypass caps.
I have seen Crosley cathedral radios with .05X2 used as bypass to ground.

So there's a .03mfd\400vdc and .006mfd\400vdc...are we talking Safety / Interference Suppression Capacitors here?

NO, just bypass caps. Nothing special. But, don't use disc caps. Use good mylar caps.
