Cat repellant? Empty Cat repellant?

Before anyone flies off the handle, no, I do not hate cats. I do not want to harm cats, I just need a way to get them to stop using my area around the house's foundation as a litter box. There are way too many #2's that are collecting in the dirt around the foundation.

My neighbors have (2) cats. They are avid hunters that often times hang out in my yard when stalking prey. I actually don't mind this at all. It keeps rodents away from my detached garage and the little nasty lawn ruining critters at bay. I hate mice and voles.

Is there anything non- harmful I can put around my house and garage that will make toilet time less inviting but not totally scare off the cats? I also don't want to spend a fortune.

Any tried and true tricks?

I press a few mothballs into the dirt around the turned soil that the cats "use" . They usually smell around for a place and they don't like getting a snootful.

If I am not mistaken snakes don't like mothballs either.
