Philco model 16 Condenser Bank Restoration

Philco model 16 Condenser Bank Restoration

What is the best way to disassemble and restuff this large bank of 5 condensers? As I look at it it would appear the way to go would to be to drill out the two rivets holding the bottem plate in place. Spacing is a bit tight under the chasis at that point so I would like to get the replacements back in the old can.

Any thoughts?
