Philco 49-607 Radio Find

I picked up this radio, it has a wood case with a roll-down cover. When I power it up, only the 3LF4 tube lights up and I get no sound. the other tubes that it has are two IT4's, IR5, 11723, and 1U5. I pulled the tube out of a couple of sockets and noticed power at some of the pin-outs. Could it be that those tubes are bad?
